If you had to leave the resistor/7805 in, I'd add a fuse and
overvoltage crowbar across the output.
Alternatively, one could use one of the switching regulator ICs, such
as the Micrel MIC4576-5. Still a TO-220 package, but 5 leads and
70% efficiency requiring a couple of extra components.
