will still be driven up to their early maximum bid if they don't win

When people attend a physical auction with an auctioneer, they may
bid multiple times and they may bid early and in the end the outcome
is always the same: highest bidder wins.
The main difference between an ebay auction and real auctions is that
an auctioneer's job is to get the most amount of money for an item.
Therefore, they won't close the auction when bids come in at the last
minute. GSA auctions work like this. The close time of the auction
is extended every time someone comes in at the last minute and bids.
Therefore sniping is pointless in these auctions.
I don't hear everyone bitching and moaning about GSA running their
auctions this way, but there is incessant bitching and moaning about
ordinary bidding behavior "ruining" it for people who are sniping.
You should be thankful that sniping gives you any advantage at all due
to the fact that ebay auction closing times are fixed. This is an
advantage that almost no other "open auction" would ever give you.
(It's a different matter when the auction is by silent bidding and you
have no idea what the other bids are.)
