I think you misunderstand. The display controller is separate from
the PPU and essentially interfaces the display to the 12-bit PPU
channel. The PPU itself is nothing special--you could probably use
any 16-bit microcontroller and have cycles to spare.
What you're calling the display controller I was lumping into the PPU.
The project ends up being the same scope -- you need to drive the
display and there's not much in the display itself.
