I would assume they were very, very tightly controlled, and no one was
walking out of the facility with a deck. Has anyone ever suggested otherwise

It's been 30 years since the last SAGE installation was decomissioned.
It's been 40+ years since the SAGE contained any technology that was
competitive.
I would expect that some decks survive and could easily be
declassified at this time, if necessary.
