Just curious--suppose a scrapper processes (renders)
the sensitive
stuff and the gummint asks for it back. What's the procedure then?
Just a signed affadavit saying that the stuff is no more?
It depends. If the scrapper pretty much is established as a scrapper
on good terms with the government, generally that works.
If that is the case, who's going to check up on a
collector who says
that he scrapped the proscribed goodies?
Sometimes men with guns. Mostly just men in black Suburbans that might
have guns.
The government does send scouts out to surplus yards to check up on things.
