John Wilson does have self-bootable Fuzzball images on ftp.dbit.com, in /pub/pdp11/fuzzball. Fuzzball is an "operating system" of sorts, but you can't do development with it unless you have the RT-11 macro assembler, linker, and other program development tools, so there isn't a lot of interesting stuff you can do with it unless you've also got a RT-11 license.
