There are quite a few, depending on which
version of VMS you're
interested in. Ruth Goldenberg was the author or a co-author
on most of the VMS internals books I've seen. A good place to
start is a search for anything she's written.
I haven't seen that specific book, but in general such books usually
tell what the software does, but not the engineering trade-offs that led
to it being done that way as opposed to some other way, which seems to
be what was requested.
