Yes. Actually, just the FOS tape is needed to install a bootable system on
a hard drive.

I have an HP 7970E (1600 bpi PE), if the tapes are in this format. I'd be
willing to copy them to tape image format and pass the images along, if
that would help Jerry and Paul.
I'm located just north of Baltimore, MD, and I'd be willing to cover
shipping, as I'd like copies myself.
