Correction - it will accept anonymous: "ftp iworks.ecn.uiowa.edu", then cd to
the directory. Just won't accept: ftp://iworks.ecn.uiowa.edu/pub/comp.hp
from an anonymous browser.

Hmm...it did for me. So perhaps that means I've got MSIE
configured "wrong"? ("wrong" as in not private enough, and using
my email for anonymous login? ... I searched but couldn't
find any such setting.)
I just used:
ftp://iworks.ecn.uiowa.edu/pub/comp.hp
successfully.
