Have you considered a COTS 5V power supply that powers an 60 Hz audio
amplifier that drives a 60 Hz power transformer? I'll bet you could run
a standard, inexpensive, 115 VAC step down transformer backwards to step
up the output of the audio amplifier to 9 VAC and provide isolation. I
don't think generating a 60.000000000 Hz signal with a few percent THD
would be all that difficult, either.
The power supply /would/ be two boxes but all the custom 9VAC crud would
be simple/safe low voltage. I don't see how there would be any liability
issues.
