I get that too, along with multiple identical copies
of messages. I had
just
assumed there was some sort of entropy at large in the
email universe. At
least
cctalk lets me know it's having trouble. I worry
that other senders might
just
drop the mail.
I just do the confirmation over and over.

Yes, I have had several bounce and cancelling emails too.
My
amsat.org email account forwarding to my hotmail account neither works
anymore. I understand that (a part of) hotmail is on some block list.
Changing to an other email address is not my preferred solution, so I
guess I will
click on the confirmation link every few weeks.
What bothers me more is that I have had emails via-via of people (radio
amateurs) that could not reach me via hotmail ...

I've had the notification, and I'm sure there was little real bouncing from
my provider, they are rated the best provider for several years (in the NL).
What I noticed is, sometimes cctalk messages are placed in my spam account,
not much 1 or twice a month.
I wonder if there is a correlation between those placed in the spam account
and the bounce messages..
