I was reading this article on Microsoft PE file format,

and it mentions that the PE file format is a derivative of COFF from
VAX/VMS. Wikipedia's entry for COFF mentions a System V unix heritage
along with Windows, but doesn't mention VAX/VMS anywhere:

Given that NT is heavily influenced by VMS via Dave Cutler, it doesn't
surprise me that COFF also has a VMS heritage.
Can anyone comment on this? A little quick googling for "VMS
executable file format" didn't yield any enlightenment.
