That's easy enough to do, since AFAIK, modern keyboards all use table
lookup. You can even have both a shift-lock and a caps-lock key if
you'd like.
Some of my older systems really do have a mechanical shift-lock
key--press it and it stays down until the shift key is pressed to
release it. A standard Keytronic option when ordering a keyboard--along
with alternate-action keys.
I prefer the modern LED-indicated locks myself. Catches the eye more
easily than a depressed key. I wonder if there are transparent-key
keyboards where the background LED color changes with an active shift-lock.
