minor improvements to bitsavers RSS feed

I updated the bitsavers RSS feed with the following improvements: - filenames with special characters (#, %, &) are now properly encoded in their URLs - HTTP HEAD used to obtain last MIME content type, file size and last modification date for the RSS items.
