According to the references I have handy, VHDL was
originally intended
primarily for simulation. I can't find a single reference to any intention
that it serve solely as documentation.
OK, maybe not solely, but one of the big points was that as the military
came up with the chips from the VHSIC project, and knwoing the military,
having them in service for 30 years, VHDL could be used to make more long
after the originals (and original makers) are gone.
Apparently the idea has worked well enough that some of the older weapons
systems (pre-VHDL) are getting "redone" using the language (there is some
military too-complicated acronym for the project).
