I would decode the input and latch the outputs for the display
if you did not need a count.

There is no reason that the counter has to be binary. I think there
are enough terms to do a 7 segement count using the output latches.
Load would require a binary to 7 segment decode. Just decode
in front of the strange counter.
Just thinking out side of the box.
