Well, implemented, anyway, yes.
Actually, it's quite innovative - it's significantly unlike the Apple
iOS/Google Android/Palm WebOS type of touch-driven interface.
It's based on and looks much like the interface of Windows Phone 7. It
doesn't have icons and scrollbars and widgets like the others - it's
based on sliding "tiles" which can both launch apps and display
information.
In Win8 there is a whole new programming model for creating apps with
the new interface, which will coexist with the existing "desktop"
interface. Win32 and .NET are effectively deprecated from Win8 on.
It's a very big deal in the PC world. A preview release has been
available since the MICROS~1 "BUILD" conference, about a week ago.
