Any idea how RTV silicone stands up? It might be
possible to cast new
(fake) rubber on that way, although keeping it centered would be a
challenge.
I'd wondered about thos 2-part elastomers (resin + hardener, basically)
such as are made by Devcon. But they're not cheap, and you would prbably
need machien tools to make the mould to cast the roller in.
