More insidious than the much less than rated capacitance is the fact the
inner one is rated to 35V and the outer one is rated at 50V. So rather
than just having extra ripple in your power supply, you end up with a
blown cap.
Yes, there was
a rash of ultra cheap counterfeit capacitors a while
back, and the problem is still not solved.
