Yes, they can indeed do that, but I have never seen it.
And don't be too surprised if you encounter
an employee who claims they
"don't do that any more." The link and regulation number Gene supplied
should be handy in such a case.
Mostly you will find an employee that just does not care.
Or, an employee who smiles when you walk up to the counter and knows you
by name. Relationships count. I've had such an employee search in the
back room of the post office to find a lost parcel while I waited.
