It is unfortunately not a new twist, though it is more common now than
it was 20 years ago.
All the owner needed to to do deal with potential liability is to have
you sign a statement that you would dispose of it in accordance with all
applicable laws and regulations. The "dispose" part might not occur
until *many* years later, but that doesn't matter.
Sigh.
