Not sure your level of power supply debug experience, so forgive me if
this seems obvious. You checked the PSU loaded, right? A few big,
high-watt resistors across each rail to put at least a few amps (or at
least a few hundred mA) on? Otherwise, you may be getting wildly
inaccurate readings.
