Why would someone buy a vintage computer advertised as "for parts" and
then complain to the buyer that it doesn't work?

Depends on how it was advertised I would think. Sellers like to say the
system worked until it was parted out making people think if you replace the
parts it will work again. If you state it is in unknown condition for parts
only then the buyer can't bitch.
