That almost sounds like you are describing a Raspberry
Pi with one of
those FTDI FT232 USB to RS232 adapters...well, except for the open
source hardware bit ;)
I actually suspect that to get it down to "a project box not much
larger than one needed to mount the various connectors" you'd end up
having to use at least some undocumented or only-partially-documented
chips.
I'd love to be wrong.
