If you want to be able to test the dialing
capabilities, then you need to
fake a dial-tone, a ringing signal, and a busy signal at least.
An ATA, and a local SIP server (or even a third party one) do this fine.
ATA = Analog Telephone Adaptor... it's the very epitome of a phone line
emulator. (I use a Linksys PAP2.)
