Yes, modems before deregulation are odd ducks. At least in the US
they weren't under the postal service like most countries on the other
side of the pond. Ma Bell may have been a monopoly, but it was
operated more like a private company than the post office.
However, it seems that every two-bit jurisdiction in Europe had their
own telecomm regulations and special "equipment", so there must be
lots of work to do for someone who collects early modems in Europe. :-)
