RSTS V9 and later have a BACKUP that's

are the NIC drivers in simh functional enough to create two instances and DECnet
between them?

Absolutely. They have been for years. HECnet is a hobbyist DECnet network with several
hundred nodes, many of which are SIMH instances running anything from TOPS-10 and VMS to
RSX to RSTS/E. Ethernet, DMC11, KMC/DUP, you name it, it all works.
