Airmail to the USA (I don't know about other countries) from Hongkong
is exceptionally cheap, thanks to some ham-handed negotiations on the
part of the US authorities. Since IPU (it's been renamed recently; I
don't recall the new name) agreements are essentially treaties, they
tend to change very slowly.
