Yup. It's a conundrum.
Companies serving the text of a forum have a strong financial incentive to
respond to take downs quickly.
All it takes for someone to DOS a forum is to post the right things.
Moderating every post makes you a publisher, which adds obligations that
individuals don't usually like.
Unmoderated forums give a space for the trolls.
It was all easier when you had to be in the same room with others to
actually talk to them.
When the jerk starts spewing you can walk away and their speech just
disappears.
