MS didn't; it's in the analysis. It's not a big leap of deduction, though.

It's early days yet - this OS is not even in beta yet - but the
writing is on the wall.
Frankly .NET was only ever an arse-covering response to the threat of
breakup that the DOJ lawsuit brought. Since that scare went away, its
main /raison d'etre/ went away.
