Whether you get anything but a blank screen IS dependent on NVRAM settings.
Even an Onyx with RE2 or IR graphics will show a blank screen if the NVRAM
setting is not set for graphics.

No, you still get something initially.
You might try pulling the graphics adapters out,
unplugging the
keyboard, and hooking up a serial console.
You don't need to remove the graphics adaptor on an Indy or later
machines, and I wouldn't recommend doing so.
