Alas these days that's unlikely to be the case :-(
It probably depends heavily on the jursidction (mostly country) in
question.
While I don't actually know where Jim Brain is, the timezone in the
Date: header said -0500; combined with lack of mention of location and
the fluency of the English, this makes me suspect USA. And, in that
case, you are probably right. :-(

Aye. I greatly enjoyed doing mine. :-) (By that point I was already
entirely competent to solder...and it was long enough ago it didn't
mean dealing with crappy RoHS `solder'.)
