I have one that claims to be such a thing. While I know it reads CDs,
and writes burn-once CDs, I have never tried the CD-RW capability, but
I also have no reason to doubt it.

The 8424 part is 8x/4x/24x (write/rewrite/read, I believe); the
markings on the front make this clear.
