You should be
able to check the capacitors in the video section for
shorts. I'm not sure if you can diagnose other failures on capacitors
(the most likely culprit) with only a multimeter.
A common way to repair an Apple III on its days was to raise it some 1"
and let it bang on the table. It usually works =)
