At the same time this is not correct. Some old cics do not require a fulic/mulic and
license... the 9401-P03 is one of such (its most commonly found models, at least, have
such unrestricted cpu inside) and you can also load all the products you can find
(assuming you can).

However, you can get reasonably-priced used AS/400's off eBay pretty
regularly. I've had my eye out for a 9401 for some time, but I
usually miss out on the auctions. The 9401 is unfortunately the
older, CISC-based CPU, and therefore will only run OS/400 up through
V3,
Also be warned that the OS/400 V3 or earlier on the CISC-based systems is not
transferrable without paying a transfer fee to IBM. If the machine isn't powered on
often enough, there's a key for the LIC that expires, and you have to call IBM to get
a new one, and they'll check the licensing.
OS/400 V4 or newer on the RISC-based machines is transferrable with the machine.
