client as the quickest way to get the file transfer task done at the

FileZilla can't do it either:
Status: Connecting to 192.168.0.106:21...
Status: Connection established, waiting for welcome message...
Error: Connection timed out
Error: Could not connect to server
Also Telnet to the port does not elicit any response.

Forgot to mention that I tried FTP to another machine on my network (running
Windows) and it opened just fine using the Windows command line client.
So the problem would appear to be on the VMS side.
