I've heard such things can be bought off the peg in Akihabara in Tokyo.

Chances are good it has a bump at the motor pulley or is deteriorated
by age (or both).
? ? ? ?If it is a round rubber belt check your local
auto parts supplier for
the correct circumference of "O" ring.
The crossection of the belt is a square to fit along the 45-degree
V-grooves on the motor pulley and the main pulley. A round belt would
have far less contact area and would be more likely to slip.
I have at least four Datasettes - two black external PET drives, one
Static PET internal drive, and one (or perhaps more) beige VIC-20-era
drive. I would love to find a source of belts. I recently read tapes
by running a drive with the back cover off and manually adjusting
tension by putting my finger on the belt. Without my finger, the belt
did nothing but slip.
