I had an electronics tech that worked for me a number of years, and we were working on some control circuits that had only one wire between two panels. In answering the question as to how the path was completed, his answer (I hope tongue-in-cheek) was through the air. I am assuming here that "Earth" was also said tongue-in-cheek!
