what if you drill your holes first? Would that at all alleviate the problems experienced with a double sided etch? I figure I could lay out a copy of the artwork, dimple each hole with an awl or whatever, then drill , which will hopefully facilitate accurate placement of the transfer sheets. Farming out is likely to be expensive I guess on a very small quantity.
