For new
designs, or rewiring old ones (dead-bug?), is there a generally
agreed logical substitute for the 8640?

course.

Most sources there quote by RFQ (which I have found does work) but one, Quest, has it for
$15.

--- Following up my earlier answer: I should have mentioned eBay as a source. Checking
there now, I see prices in the $3 range. I've had good results with eBay chip vendors
who have very high ratings.
