I doubt it. There may be very few contracts that require this sort of thing, but honestly, if the company scrapping the equipment was that worried about it, they'd scrap it themselves. I have heard that NSA does this, and that further they (to paraphrase) "slag their disks and post armed guards around the slag." Most companies likely just throw the stuff out and don't care what happens to it afterwards.
