It depends on the rate of "eating", but for 25-year old floppies it's
not unusual to have a fair bit of flaking of the emulsion on the head
(lower) side. If there's any damage on the *top* side, that's definitely
the head load pad.

Hi
If there is any grunk stuck on the head surface, it
will damage the disk surface.
I have an old TTL disk controller that would do formatting
if one knew the trick but in general, I'm sure you guys
are correct that the one in question didn't do formatting.
