misunderstood the Canadian official...
 saying "What a moron" in reference to George Dubya. 
  In some circles up here there is a slang phrase
of approval
 meaning "more on top of it", hipper. I'm sure that's what he
 meant. 
 Unclear.
 Is the Canadian Official saying that He himself is a moron,
 so that George Bush is hip by association?  Explain.

 I think he's saying that instead of "moron" the official may have
said "more
on", as in, "that George Bush, he's really 'more on'".
