Well, my first guess would be an inductor of some sort;
TDK produces a line of inductors with that basic outline.
It looks like exposed enamel wire and wax on top.
Although I am confused by the outer covering,
which appears to be indicating polarity. . .
Bizarre. . .

Yup, that's a coil all right...
I have a number of them that look like that in my scrap parts.
