That's too bad :( IIRC the 3100s have a teensy bit of memory onboard, so,
try pulling all the memory expansion daughterboards out and see if the
error still comes. Best case scenario, it goes away and then you just have
to replace the daughterboard; do-able but expensive (16 Meg should run you
maybe, $60-80 on eBay) and you're up and running... if the error persists
then you know for sure it's something on the main board

I think the biggest hint is the 0200, but alas and alack, that isn't in

manual (at least the one that I have).
My offhand guess is that this is a problem w/ the on board memory on the
processor card --- but then you'd still expect an address.

If there are one or more memory expansion cards, try removing them one by
one
and see if the error goes away.
I'm not sure about the model 38 but on other 3100 models, I've had
problems with
memory failures caused by leakage from the battery causing corrosion on the
boards. As well as direct leakage, the stuff wicks along the battery leads
and causes corrosion on the main board in the vicinity of the battery
connector.
