You can get a USB master shield for the Arduino cheaply enough. You can then use the Arduino's PWM output and analog input to translate joystick to DC voltage. One would need to put a lowpass filter on the PWM output. Another option would be to use a multiplying D/A instead for the output. I don't recall the output frequency of the PWM but the response time of the filter might limit the use of PWM for translating joystick operation.
