The graphic board is OK, since (WARNING : board swap !) using another mem=
oryboard solves the problem.
I wonder if the IC is fine ,and the problem is actually a data buffer
to/from that IC. I asusme you have a logic probe. If so, are you seeing
traisntion o nthe data in (pin 2) and data out (pin 14) pins ofthat chip?
those pins may or may not be connected together externally, my first
guess is that they are not.
