No.  They're expected to be hot, but you should be able to
keep your fingers on them for a couple of seconds.

WARNING:  The heat sinks on open-frame switchers may be
electrically hot as well as thermally. 
Yes, like 400+ VDC with an ampere or 2 of capacity.
