Yeah, Does it bother you that much if someone else is smoking though? In all honesty, IMHO people should be allowed to smoke, ingest, or shoot up with whatever they feel like, as long as they are not harming others. Sure, the smoke smells horrible, and I dislike being around people who are smoking (this is also due to the second hand smoke issue), but I have no problem with it.
