In the second instance, it was probably because (AFAIK) PayPal nicks you a
chunk of change per transaction if you accept credit card based payments.
First instance is probably because they are reticent about giving a
corporation permission to muck about in their bank accounts.
This is why, when my brother changed banks a while back, he kept the "old"
account with a minimal amount of funds in it, for use with paypal.
